The Department of Science and TechnologyโKalinga (DOST-Kalinga), in partnership with the Local Government Unit of Tanudan (LGU-Tanudan) led by Municipal Mayor Jaedicke Rhoss P. Dagadag, formally held a ceremonial turnover of a glass crusher and STARBOOKS to the residents of Barangay Mangali Centro on May 11, 2026, at the Municipal Hall of Tanudan.
Funded under DOSTโs Community Empowerment through Science and Technology (CEST) Program, the glass crusher aims to address the barangayโs growing concern on glass waste management. Meanwhile, the desktop computer installed by DOST with STARBOOKS, forms part of the LGUโs counterpart support to enhance access to science and technology information within the community.
An orientation on STARBOOKS was conducted for department heads and representatives from LGU Tanudan, the Department of Education, local schools, and barangay LGUs to promote adoption, proper utilization and maximize the benefits of the technology.
This was followed by a focused training for STARBOOKS users and admins. Participating schools included Mangali Centro Elementary School, Tanudan Central School, Mantopngan Elementary School, and Anggacan Elementary School.
STARBOOKS is a technology generated by the DOST-Science and Technology Information Instituteโs (DOST-STII) which stands for Science and Technology Academic and Research-Based Openly Operated KioskS. It was launched in 2011 to serve as a free stand-alone supplemental tool for research, teaching, and learning needs of users even without the internet.
